He desires the holding of a plebiscite and preparing the future federal states to effect power-sharing, resources-sharing, respect-for-all and development-for-all as key to reforming the whole bureaucracy to effect good governance. Reforms under the new system are said to include: increasing the salaries of government workers; fighting graft and corruption; and unleashing the full potentials of all regions and ethnic groups for social, economic and cultural growth. Furthermore, constitutional amendment shall lift restrictive economic provisions in the Constitution, grant more foreign ownership of property and certain industries. The centerpiece of Duterte’s campaign platform was suppressing the three so-called evils: crime, illegal drugs and corruption, which he believes are undermining security across all sectors and hampering the growth of the domestic economy. He pledged to instill discipline with an iron fist for everyone to adhere to the rule of law and strengthen the country’s justice system. To reestablish law and order, he plans to launch a focused, time-bound campaign against criminals, drug lords and corrupt government officials through the joint efforts of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP). He also plans to carry out: improvement of government provision of social services which include education, health, housing, mass transportation with special attention to the elderly, women, children, youth, indigenous peoples and other marginalized sectors; provision of assistance to Overseas Filipino Workers (OFWs) and their families; and adaptation to climate change through reducing risk, preparing for natural disasters and adopting 911 nationwide. Philippines President Rodrigo Duterte launched an expletive-laden tirade during a press conference at the end of ASEAN Summit in Manila on Tuesday. When asked by a reporter if he had spoken to EU Council President Donald Tusk about donations, Duterte responded: “Forget it. We will survive. Even if we have to eat dried fish and rice. We will survive. Just don't f**k with my country`s sovereignty. That is really an insult. I consider it a very serious insult.” The Philippines President added: "I will look for the money somewhere. English/Nat Philippine immigration agents have flown a German national to Manila prior to his deportation to Germany. The German government has sought the help of the Philippine government to find, arrest and possibly deport Klaus-Detlev Schlienkamp, who is wanted in his country for alleged fraud and forgery. The plane that brought German-born Klaus-Detlev Schlienkamp back to Manila prior to his deportation arrived at the airport on Thursday. Immigration agents, accompanied by German policemen, had arrested Schlienkamp in the house of his girlfriend in the Pardo district of the central city of Cebu on Tuesday. The 47-year-old of Steinhagen, Germany, was identified by German policemen and did not resist arrest. The German government had sought the help of the Philippine government to find, arrest and possibly deport Schlienkamp, who is wanted in his country for alleged fraud and forgery, he said. SOUNDBITE: (English) "He has a case in Germany which is large scale fraud and forgery. The amount is around 700 (M) million dollars, or practically one point three (B) billion deutsche mark." SUPER CAPTION: Attorney Florentino Deputado, Bureau of Immigration and Deportation Schlienkamp is believed to have fled to the Philippines in early 1998. In November of that year, German officials revoked his passport, providing Philippine immigration authorities a legal basis to find and arrest him for being an undocumented foreigner. At a news conference, Schlienkamp praised the Philippine authorities for treating him well. SOUNDBITE: (English) "The Philippines is really a very, very nice country and there are lots of people here. I have plenty of friends right now and everybody, I was treated very well especially since German police charged me here and get me here especially by the Bureau of Immigration in Cebu. So everything was absolutely okay. And I'm absolutely willing to go face the problem I have in Germany, settle the problem, solve the problem, and I really like to come back." SUPER CAPTION: Klaus-Detlev Schlienkamp, German fugitive Immigration officials said Schlienkamp had told them he was staying in the Philippines because of the length of time the case was taking back in Germany. France asked the Philippines in December to arrest the 73-year-old Sirven.
